About Us
Bridges Over Troubled Waters is dedicated to supporting the most vulnerable members of the Tampa Bay community. Our services focus on disaster preparedness to ensure individuals and families have the resources, training, and support needed to stay safe and recover from emergencies.
In addition, we provide educational support for upcoming college students through scholarships, mentoring, FAFSA guidance, and other resources designed to help them achieve their academic and career goals.
We believe that access to preparation, knowledge, and ongoing support is essential for both resilience in times of crisis and success in building brighter futures. As FEMA reminds us, “The need to prepare is real,” and we serve as a vital link connecting people with local, state, and federal programs that strengthen both disaster readiness and educational opportunity.

Our Leadership Team

Wayne L. Anderson
President
Born in Washington DC where he volunteered in the community and worked as a Police Officer. Moved to Tampa FL in 2003 with his family and currently works in the insurance field and marketing. Wayne continues to volunteer and support different charities from feeding children, helping churches like Metropolitan Ministries to providing scholarships for youth. He has 2 children and understands the importance of education and supporting them. “Our children and our seniors are considered our most valuable commodity and I’m pleased to help Bridges Over Troubled Waters do all we can.”

Eleanor Owens Dixon was born in Lake City, Columbia County, Florida and is a lifelong resident of Florida. She graduated from A. L. Mebane High School as class valedictorian in 1965 and subsequently graduated Magna Cum Laude from Florida A and M University in 1969 with a Bachelor of Arts Degree in Psychology.
In June 2007, Owens Dixon retired after thirty-five years of employment with the State of Florida. She dedicated her career to the placement of children in adoptive homes and at retirement was an Adoptions Family Safety Specialist.
She has served as a gubernatorial appointee to the Statewide Adoption Council and to the External Committee on Adoptions. She is a former member of the Statewide Recruitment, Retention and Training Task Force and was a National, State and Local Adoption Consultant.
She was married to Al Dixon, a co-founder of Bridges Over Troubled Waters, for forty-six years before he transitioned in 2013. They are the parents of three children.
A member of Greater Mt. Carmel AME Church in Tampa, she is actively in many church related organizations within the church.

Caleb Mitchell is the Web and Graphic Design Director at Bridget Over Trouble Water, bringing over 15 years of creativity, strategy, and technical mastery to every project. Holding a B.A. in Organizational Leadership from Northwestern Christian University, Caleb combines strong leadership insight with a keen design sensibility. His deep expertise in graphic design and web development allows him to merge visually captivating aesthetics with seamless, user-centered functionality. From brand identity and digital storytelling to responsive design and accessibility, Caleb transforms vision into vibrant, results-driven experiences. Passionate about storytelling through design, he partners closely with teams and clients to craft meaningful, lasting impressions across platforms and audiences.
